The default cost: ISV

Every imported vehicle owes Imposto Sobre Veículos, calculated on engine size and CO₂ emissions. For typical mid-size cars it's €2,000–€10,000+; for premium SUVs and large diesels it can exceed €15,000. This catches a lot of new arrivals by surprise — Portuguese vehicle taxation is among the highest in Europe.

The exemption that matters

The transferência de residência (move-of-residence) exemption waives ISV entirely. You qualify if you can prove all three:

• You owned the car for at least 6 months before moving
• You lived abroad for at least 12 months continuously
• You apply within 12 months of registering residency in Portugal (CRUE date)

Paperwork checklist

Have everything ready before booking the IMT inspection.

• Original vehicle registration document (V5C in UK, carte grise in FR, etc.)
• Proof of ownership for 6+ months (purchase invoice or registration date)
• Proof of prior residence abroad (utility bills, employer letter, foreign tax certificate)
• Certificate of Conformity (CoC) from the manufacturer — request from the dealer, ~€100–€200
• Modelo 9 (IMT inspection form)
• CRUE
• DUC (payment slip from Finanças confirming exemption)
• Customs DAV form (Declaração Aduaneira de Veículo)

The actual process

Plan 6–12 weeks end-to-end.

• Drive into Portugal (keep ferry/toll receipts as proof of entry date)
• File the DAV with Customs within 20 working days of entry — critical deadline
• Submit ISV exemption request via Portal das Finanças
• Book IMT roadworthiness inspection (Modelo 9) — €60–€85
• Get number plates issued and pay registration (~€100)
• Switch insurance to a Portuguese policy

DIY vs. despachante

A despachante (customs broker) handles the whole flow for €300–€600. DIY is technically possible but the customs and Finanças systems are a maze; nearly everyone except very seasoned EU drivers uses a broker. Search 'despachante automóvel' in your city.
