Getting Your Utente Number

Why this is the first health step

Your Número de Utente is the lifelong ID the Serviço Nacional de Saúde (SNS) uses for every appointment, prescription, exam and hospital stay. Without it you can still receive emergency care, but you'll be billed at full private rates and you can't be assigned a family doctor. Getting it should be one of your first three administrative tasks after arriving.

Who can register

Anyone legally resident in Portugal — citizens, permit-holders, EU registrants — has the right to an Utente number and to SNS care. Tourists and visa-on-entry visitors don't qualify; they use travel insurance, EHIC or pay private.

Where to register

Your local Centro de Saúde (primary care centre) tied to your home address. Find yours on sns24.gov.pt by entering your postcode. A handful of municipalities now allow registration online via Chave Móvel Digital — save yourself the morning queue.

Documents you'll need

Bring originals plus copies of everything; the centro will scan and return them.

• Residence document — CRUE (EU citizens), residence permit card, or visa stamp + AIMA appointment confirmation
• NIF (número de contribuinte)
• Passport or Cartão de Cidadão
• Proof of address — utility bill, lease, or atestado de residência from your junta de freguesia
• If applicable: S1 form (EU pensioners/posted workers), or proof of private insurance for visa purposes

What happens at the desk

Staff verify your documents, register you in the SPMS system, and issue a temporary Utente number on the spot. The permanent number arrives by SMS or letter within a few weeks, but the temporary one works immediately for prescriptions and appointments.

Family doctor allocation

After registration you join the queue for a médico de família (assigned GP). In Lisbon, Porto, Cascais and the Algarve this can take 6–18 months. Until then, you can still:

• Book consultations with the centro's duty doctor (without continuity but functional)
• Use the SNS24 nurse triage line (808 24 24 24) for advice and urgent referrals
• Use the SNS24 app to book appointments and prescriptions remotely

Costs at the SNS

Routine consultations and follow-ups are free. Some specialty visits, exams and hospital stays carry small 'taxas moderadoras' (€4–€20), waived for children, pregnant women, low-income holders, chronic patients, and most pensioners. Emergency-room visits are typically €15–€20 unless triaged red/orange.
